The Path to Licensure in Oregon

Step 1: Complete a Qualifying Master’s Degree

Applicants must hold a qualifying graduate degree under Oregon’s educational rules.

Qualifying degrees include:

• A counseling program accredited by CACREP as of the date the degree was conferred

Step 2: Pass the Required Examination(s)

All applicants for licensure as a professional counselor must pass:

Step 4: Complete Supervised Clinical Experience

To qualify for licensure as a Licensed Professional Counselor (LPC) through the associate registration method, registered associates must complete:

• At least three years (36 months) of supervised clinical experience

Direct client contact must be:

• Face-to-face with a client or clients; and/or
  
• Contact through electronic communication
  

Registered associates may count certain direct client contact hours acquired outside an associate registration plan only as allowed by rule, including:

• Up to one year of full-time supervised clinical experience and 400 direct client contact hours accrued as part of a graduate degree internship
  
• Post-graduate supervised direct client contact hours completed in Oregon prior to June 30, 2002

Who Qualifies as a Supervisor in Oregon?

Registered associate supervisors may include Oregon licensees on the Supervisor Registry and other qualifying Oregon mental health professionals who meet Board requirements.

For Oregon LPC or LMFT licensees, Supervisor Registry qualifications include:

• Active Oregon license
  
• 30 clock hours of post-master’s degree supervision training
  
• Successful passage of the Board’s law and rules exam
  

To qualify as an Approved Supervisor, the licensee must also meet additional requirements under Board rule.

Other mental health professionals may serve as supervisors if they:

Can Associates Practice Independently in Oregon?

No. A registered associate must practice under supervision until all license requirements are met and the license is issued.

What Are the Required Supervision Ratios?

Supervision of direct client contact must meet all of the following requirements:

• Must occur within the same calendar month as the completed direct client contact hours
  
• Must take place at least twice per month, in different weeks
  
• Each supervision meeting must be at least one hour
  
• Monthly supervision must total at least:
  
  • 2 hours in months with 45 or fewer direct client contact hours
    
  • 3 hours in months with 46 or more direct client contact hours
    

At least 50% of the required monthly supervision hours must be one-on-one individual supervision.

Group supervision:

• May not be a staff meeting, team meeting, intensive training seminar, discussion group, consultation session, or quality assurance/review group
  

If a registered associate does not receive the minimum required supervision in a month, no client contact hours are credited for that month.

What Documentation or Supervision Agreements Are Required?

Registered associates must obtain Board approval of an associate registration plan before practice under the associate registration method.

Registered associates must also:

• Submit supervision reports annually and at the conclusion of supervision
  
• Include the supervisor’s evaluation and the hours of direct client contact accrued by month
  
• Request Board approval for changes involving supervision, employment, practice locations, or supervisor(s)
  

Supervisors must:

• Create and maintain a contemporaneous record of supervision hours and notes for each session
  
• Maintain those records for at least three years

Registered associates must renew registration annually until licensure is granted or the registration expires or is denied.

How Must Associates Represent Their Credentials?
