Illinois Counseling Licensure & Supervision Roadmap

Illinois licenses counselors through a two-tier system: Licensed Professional Counselor (LPC) followed by Licensed Clinical Professional Counselor (LCPC).

To become an LCPC, applicants must earn a qualifying 60-semester-hour graduate degree, obtain LPC licensure, complete 3,000 hours of supervised professional counseling experience (including 1,920 direct client contact hours) over not less than 2 years and not more than 6 years, and pass the National Clinical Mental Health Counseling Examination (NCMHCE).

The Path to Licensure in Illinois

Step 1: Complete a Qualifying Graduate Degree

  • Licensed Clinical Psychologist, or
  • Psychiatrist.

The supervisor must have at least 2 years of clinical experience.

Supervision Modality

  • Supervision must include face-to-face supervision.
  • Electronic supervision is allowed if compliant with rule standards.

Documentation

  • Supervisor must complete verification of employment and supervision forms submitted to the Department.

Setting Requirements

  • Experience must be obtained in a professional counseling setting under qualified supervision.

Pre-Approval Trigger

  • The applicant must hold an LPC license during accrual of LCPC supervised experience.
    Hours accrued prior to LPC licensure do not qualify.

Step 4: Pass the Required Examination

Applicants for LCPC licensure must pass:

  • National Clinical Mental Health Counseling Examination (NCMHCE).

This examination is required after completion of the supervised professional counseling experience required for LCPC licensure.
