Kentucky Counseling Licensure & Supervision Roadmap

Kentucky licenses professional counselors through the Kentucky Board of Licensed Professional Counselors using a two-tier pathway: Licensed Professional Counselor Associate (LPCA) followed by Licensed Professional Clinical Counselor (LPCC).

Applicants must complete a qualifying graduate degree (including a practicum/internship requirement that is described differently in statute and regulation), pass either the NCE or NCMHCE, and complete 4,000 hours of supervised experience, including at least 1,600 hours of direct counseling with clients.

The Path to Licensure in Kentucky

Step 1: Complete a Qualifying Graduate Degree

Degree Level Required

  • Master’s, specialist, or doctoral degree in counseling or a related field (as defined by statute/regulation).

Minimum Graduate Credit Hours

  • 60 graduate semester hours.

CACREP Requirement

  • CACREP-accredited program required. Prospective applicants can explore Kentucky counseling degrees to find relevant programs, including CACREP-accredited counseling programs.
  • Grandfathering exception is stated for certain enrollees: enrolled on or before 1/15/2015, continuous enrollment, and degree completed by 5/31/2020.

Practicum / Internship Requirement

  • Practicum or internship experience of at least 600 hours

Step 2: Pass the Required Examination(s)

Applicants must pass one of the following:

  • National Counselor Examination for Licensure and Certification (NCE counseling exam), or
  • National Clinical Mental Health Counseling Examination (NCMHCE).

Step 3: Apply for Licensed Professional Counselor Associate (LPCA)

Kentucky requires LPCA status as the supervised-practice credential preceding LPCC licensure.

When LPCA Practice and Hour Accrual May Begin

  • LPCA practice begins only upon the Board’s approval of the supervision agreement.

Background Check

  • Yes. A criminal record check is required as part of:
    • LPCA application requirements, and
    • LPCC application requirements.

Supervision Agreement

  • A Board-approved supervision agreement is required.
  • Changes in supervisor require submission of a new supervision agreement.

Independent Practice

Step 4: Complete Supervised Postgraduate Experience

  • 4,000 hours of experience under supervision.

Supervisor Requirements

  • Supervisor of record must be a Kentucky-licensed professional clinical counselor with supervisor designation (LPCC-S).

  • Supervisor must have been in practice for at least 2 years following licensure as a professional clinical counselor (or equivalent from another state’s counseling board).

Supervision Minimums / Ratios

    • Full-time practice (≥ 25 clock hours/week): three supervision meetings per month, 1 hour each, or
    • Part-time practice (< 25 clock hours/week): 1 hour supervision per 30 hours of client contact.

  • The LPCA may begin practice only upon Board approval of the supervision agreement.

Who Qualifies as a Supervisor in Kentucky?

The supervisor of record must be:

  • A Kentucky-licensed Licensed Professional Clinical Counselor with supervisor designation (LPCC-S).

The supervisor must have been in practice for at least:

  • 2 years following licensure as a professional clinical counselor (or equivalent from another state’s counseling board).

The supervisor of record:

  • “Shall assume responsibility for the practice of the supervisee.”

Can Associates Practice Independently in Kentucky?

No. LPCA practice is permitted only under a Board-approved supervision agreement and subject to supervision conditions. An LPCA may begin practice only upon the Board’s approval of the supervision agreement.
