The Path to Licensure in California

Step 1: Complete a Qualifying Graduate Degree

To pursue licensure as a Licensed Professional Clinical Counselor (LPCC) in California, applicants must complete a qualifying graduate degree that meets the requirements established by the California Board of Behavioral Sciences (BBS).

Applicants must earn:

• A master’s or doctoral degree
  
• At least 60 graduate semester units or 90 graduate quarter units
  
• Coursework that includes required counseling and psychotherapy content specified in California statute
  

Accreditation: CACREP accreditation is not required for LPCC licensure in California. Practicum Requirement: The graduate program must include a supervised practicum or field study that provides at least 280 hours of face-to-face supervised clinical experience.

Online or Out-of-State Degrees: California residents who earn a degree online are held to the same BBS content standards as in-person students. A degree from a program not designed for California may require the school to complete a BBS Out-of-State Degree Program Certification, and applicants often must finish additional California-required coursework (such as suicide risk assessment and child abuse assessment) before licensure. Step 2: Apply for Associate Professional Clinical Counselor (APCC) Registration

Graduates must register with the BBS as an Associate Professional Clinical Counselor (APCC) before they can begin accumulating postdegree supervised experience hours.

Applicants must:

• Submit the APCC application to the BBS
  
• Complete fingerprinting through Live Scan (for California residents) or hard cards (for out-of-state applicants)
  

The 90-Day Rule: If the APCC application is submitted within 90 days of graduation, supervised hours earned between graduation and the date the APCC registration number is issued may be counted toward licensure.

A board-required supervision agreement and appropriate supervision documentation must also be completed before supervised experience begins.

Step 3: Pass the California Law and Ethics Examination

After obtaining APCC registration, associates must pass the California Law and Ethics Examination.

Maintaining Your LPCC License

Once licensed, LPCCs renew every two years and must complete 36 hours of continuing education each renewal period, including at least 6 hours of Law and Ethics every period.

New licensees also complete one-time required courses during their first renewal — including 7 hours of HIV/AIDS training — plus one-time requirements in suicide risk assessment and telehealth that apply to recent renewals.

Supervision & Ethics in California

Who Qualifies as a Supervisor in California?

A supervisor must be one of the following licensed professionals:

• Licensed physician certified in psychiatry
  

Supervisors must have at least two years of post-licensure experience.

The W-2 vs. 1099 Employment Issue

Associate Professional Clinical Counselors (APCCs) cannot practice independently in California and must work under supervision within an appropriate employment structure.

In most private practice settings, associates must be classified as W-2 employees rather than independent contractors. Working as a 1099 contractor in a private practice arrangement is generally not permitted because it implies independent practice, which associates are not legally allowed to perform.

If an associate is improperly classified as a contractor, the BBS may reject those supervised hours when reviewing the licensure application.
